What no objection certificate (noc) is
The NOC is a certificate from Nepal's own government, not from your destination country. It sits alongside the destination's student visa rather than replacing any part of it.
Its practical function is twofold: it is the Nepali government's record that you are leaving to study, and it is what a bank asks for before remitting tuition abroad under the foreign exchange facility.

Secure the offer first
The NOC application rests on an offer from a recognised institution. There is nothing to apply for before that exists.
Collect the academic set
Transcripts, character certificate, and a migration or equivalence certificate where applicable. These are the documents that most often turn out to be missing.
Check your name is consistent
Passport, certificates and application must agree. A spelling difference between a citizenship certificate and a transcript is the classic cause of a returned file.
Apply through the MoEST portal

Pay the Ministry's charge
